Dick Cheney - Not Part of the Executive Branch?

Dick Cheney, after having previously claimed Executive Privilage (which isn't a law to begin with) when he was being hounded to release information about his private dealings, is now claiming that he, as the Vice President, is not part of the Executive branch.

Okay. Fine. In response, Rep. Rahm Emanuel proposed the following amendment.
