From a purely financial angle it makes perfect sense why they wouldn't want people in the area helping out the homeless, it encourages them to hang around the area if they know they can get something there. This law /was/ enacted by business owners. You can have a really good shop/restaurant but if there's some guys outside asking for change or warming themselves over a barrel fire then people will be less likely to "brave" the less fortunate and give you their patronage.
The law seems a bit much but I'm not exactly familiar with the extent of the homeless problem in Orlando, Fl. I know the Little Tokyo section of downtown Los Angeles has placards and signs advising people against helping the homeless there for that very reason. Of course, they also state that if you do wish to offer assistance you can donate/volunteer to any of the suport/aid organizations which they list for you on said notices.

Like I said when I posted that, I just posted it to let others read it for themselves. If you want to know my opinion on the matter, read on.
Making it illegal to help people out is extreme, but I see what they're (the city) trying to accomplish. I used to give handouts, food or cash, to the homeless without a second thought. As I've gotten older, thougth about it, and looked into the situation in Los Angeles, I've concluded that all I was doing was helping the person stay on the street one more day. Instead, volunteering time or making a donation to the homeless shelters set up to help people get back on their feet is a far better use of time and money if one is so inclined to help the homeless out. _________________ "Addiction can neither be created nor destroyed, it can only be changed."
